Hyderabad: In a decisive push to decentralise economic growth and transform Telangana into a future-ready innovation hub, Chief Minister A. Revanth Reddy has directed officials to formulate a dedicated policy to encourage Global Capability Centres (GCCs) beyond Hyderabad’s Core Urban Regional Economy (CURE) zone.
The move comes amid growing global interest from multinational corporations seeking to establish GCCs in Telangana, which has rapidly emerged as one of India’s leading destinations for technology investments, digital infrastructure, and innovation-led industries.
During a high-level review meeting with officials from the IT and Industries departments on Wednesday, the Chief Minister laid out an ambitious roadmap aimed at spreading industrial growth, job creation, and digital infrastructure into underserved regions and Tier-2 and Tier-3 cities across the state.
GCC Expansion Beyond Hyderabad
The state government is now preparing a specialised GCC policy that will incentivise companies to establish operations in regions located “Beyond CURE.” The initiative is intended to reduce excessive concentration of economic activity within Hyderabad while unlocking the untapped potential of emerging urban corridors.
The Chief Minister instructed officials to identify strategic clusters along the Nizamabad, Karimnagar, and Warangal highways for the establishment of GCCs and data centres. These corridors, positioned between the CURE and Beyond CURE zones, are expected to become the next major engines of economic growth in Telangana.
Officials were told to aggressively promote these underserved regions as preferred destinations for multinational corporations looking for scalable infrastructure, talent availability, and cost-effective expansion opportunities.
The government’s larger objective is to create balanced regional development while generating high-value employment opportunities outside Hyderabad’s traditional IT belt.

Tier-2 and Tier-3 Cities to Become Growth Engines
The review meeting strongly focused on decentralised development. The Chief Minister emphasised that Telangana must now transition from a Hyderabad-centric growth model to a distributed economic ecosystem where smaller cities become hubs for technology, services, manufacturing, and innovation.
He directed officials to identify specific clusters in Tier-2 and Tier-3 locations and create infrastructure frameworks that can attract global investments.
Industry experts believe the proposed GCC policy could significantly reshape Telangana’s economic geography by creating a network of innovation centres connected through highways, digital infrastructure, and industrial corridors.
The strategy is also expected to reduce urban pressure on Hyderabad while opening new employment avenues for youth in districts outside the capital city.
Bharat Future City to Follow Global Net-Zero Standards
The Chief Minister also reviewed progress on the ambitious Bharat Future City (BFC) project, envisioned as a world-class integrated urban and industrial ecosystem.
Reiterating the government’s commitment to sustainability, he instructed officials to ensure that all engineering and infrastructure works in BFC strictly adhere to net-zero principles while maintaining the highest global standards.
Priority, he said, should be given to creating trunk infrastructure across the various proposed zones within the futuristic city project.
Officials were also directed to accelerate development works in the proposed AI City within BFC after studying global best practices in artificial intelligence infrastructure and urban innovation ecosystems.
The Chief Minister further instructed departments to expedite groundwork so that foundation stone ceremonies for multiple facilities in the BFC industrial corridor can be conducted at the earliest.
Telangana Pushes for National Medical Hub
In another major development, the Chief Minister said Telangana would initiate consultations with the Government of India to secure one of the five regional medical hubs announced in the recent Union Budget.
The proposed Health City within Bharat Future City is being positioned as a major healthcare and medical innovation destination. The Chief Minister stated that if required, he would personally take up the matter with Prime Minister Narendra Modi to bring the project to Telangana.
The proposed medical hub is expected to significantly strengthen Telangana’s healthcare ecosystem while attracting investments in biotechnology, medical research, pharmaceuticals, and advanced healthcare services.
‘Invest Telangana’ to Become Dedicated Investment Promotion Agency
To strengthen investor facilitation and improve ease of doing business, the Chief Minister directed officials to establish a dedicated investment promotion agency called “Invest Telangana.”
A society will be formed for the agency with a dynamic governance structure designed to provide end-to-end support for investors and companies planning to establish operations in the state.
The Chief Minister suggested adopting best practices from leading investment promotion agencies across India and abroad. Senior officials from departments such as Energy and Finance may be designated as “Special Invitees” to ensure seamless approvals and operational clearances.
Importantly, the government is also planning to assign dedicated escort officers for prospective investors. These officers would assist organisations from the moment they arrive in Hyderabad until the successful grounding of their operations in Telangana.
The initiative is expected to significantly enhance investor confidence and accelerate industrial approvals.
Massive Push for T-Fiber Connectivity
The review meeting also focused on expanding Telangana’s digital infrastructure. The Chief Minister instructed officials to prepare a comprehensive plan to ensure all government offices in the state migrate from private internet operators to T-Fiber connections within the next three months.
Officials informed the Chief Minister that government offices shifting to T-Fiber had already generated orders worth Rs 54 crore over the past six months.
The state government sees T-Fiber as a critical backbone for digital governance, seamless connectivity, and future-ready public infrastructure.

With aggressive industrial promotion, decentralised development, and large-scale infrastructure expansion, the Revanth Reddy government is attempting to redefine Telangana’s economic trajectory far beyond Hyderabad’s traditional boundaries.
