Hyderabad, July 21: In a major push towards affordable urban housing, the Telangana government on Tuesday launched the Indiramma Indlu – Affordable Ownership Housing Scheme for the Core Urban Region Economy (CURE), aimed at helping economically weaker families own a house in Hyderabad and its surrounding urban areas.
The scheme was formally launched at the State Secretariat by Housing Minister Ponguleti Srinivasa Reddy, in the presence of Ministers Ponnam Prabhakar, Duddilla Sridhar Babu, and Mohammed Azharuddin. During the launch, the ministers unveiled the scheme brochure, eligibility guidelines, application process, and project details.
One Lakh Affordable Homes Planned
The Telangana government has announced that it will construct one lakh affordable flats in a phased manner across the Greater Hyderabad Municipal Corporation (GHMC), Cyberabad, and Malkajgiri Municipal Corporation limits within the Outer Ring Road (ORR) under the CURE initiative.
As part of the first phase, the Telangana Housing Board (TGHB) will construct 7,680 Low Income Group (LIG) flats across 16 Assembly constituencies. The project will subsequently be expanded to cover 26 Assembly constituencies.
Each flat will have a built-up area of 528 square feet, including a 400 square feet carpet area, designed to provide quality and affordable housing for eligible urban families.
Beneficiary to Pay Only ₹6 Lakh
One of the biggest highlights of the scheme is the financial assistance being extended by the State government.
While the estimated cost of each housing unit is significantly higher, the Telangana government will provide a ₹5 lakh subsidy to every eligible beneficiary. In addition, the government will provide the land free of cost, substantially reducing the cost of ownership.
As a result, the beneficiary’s contribution has been fixed at ₹6 lakh, making home ownership considerably more affordable for low-income families residing in Hyderabad’s urban region.
Government’s Vision
Speaking on the occasion, Housing Minister Ponguleti Srinivasa Reddy said the launch marks the beginning of the government’s ambitious programme to provide affordable housing to thousands of deserving families.
He stated that owning a house is the dream of every poor family and noted that the government is making homes available even in areas where land prices range between ₹2 lakh and ₹3 lakh per square yard.
He added that under the vision of Indiramma Rajyam, thousands of economically weaker families would finally realise their dream of owning a permanent home.
IT and Industries Minister Duddilla Sridhar Babu said the government’s objective is to make Telangana a hut-free state. He recalled that during the previous Congress government, affordable LIG Housing Towers were developed in several parts of Hyderabad and said the new Indiramma Housing Scheme carries forward the same commitment towards providing quality housing for poor and middle-class families.
Application Process
The Telangana Housing Board has announced that applications for the scheme will be accepted from July 23 to August 10.
Interested applicants can submit their applications through:
- MeeSeva Centres
- WhatsApp-based application facility
Applicants will have to pay an application fee of ₹100 along with a refundable Earnest Money Deposit (EMD) of ₹10,000.
The Housing Board clarified that if an applicant is allotted a flat, the EMD will be adjusted against the beneficiary’s contribution. If an applicant is not selected, the entire EMD amount will be refunded.
Eligibility Criteria
To qualify for the scheme, applicants must satisfy the following conditions:
- Must have been residing within the CURE area for at least 10 years.
- Should not own any house, flat, or residential plot within the Outer Ring Road (ORR) limits.
- Annual family income should not exceed ₹6 lakh.
- Only one application per family will be accepted.
If the number of eligible applications exceeds the number of available flats, allotments will be made through a transparent computerized lottery system after detailed document verification and a comprehensive 360-degree scrutiny of applicants.
Restrictions on Sale
To ensure that the housing units benefit genuine families and prevent speculative purchases, beneficiaries will not be allowed to sell or rent out the allotted flats for a period of 10 years.
However, beneficiaries will be permitted to mortgage the flats with banks for obtaining housing loans.
Payment Schedule
The Telangana Housing Board has also released the stage-wise payment structure for beneficiaries.
After paying the application fee and refundable EMD, successful applicants will make payments in the following phases:
- ₹1 lakh after provisional allotment.
- ₹2 lakh after completion of the RCC structure.
- ₹2 lakh during the finishing stage.
- Remaining amount before taking possession of the flat.
Reservation Policy
Reservations under the scheme will be implemented in accordance with the State government’s existing reservation policy.
Accordingly, 50% of the flats have been reserved for:
- Scheduled Castes (SCs)
- Scheduled Tribes (STs)
- Backward Classes (BCs)
- Persons with Disabilities
- Outsourcing employees
- Class-IV employees
- Sanitation workers
Additionally, 30% reservation for women has been provided within every reservation category.
Constituency-wise Allocation
During the first phase, 480 flats each have been allocated to the following Assembly constituencies:
- Rajendranagar (Mailardevpally)
- Maheshwaram (Jalpally)
- Serilingampally (Rayadurgam)
- Ibrahimpatnam (Bandlaguda LIG Colony)
- Malkajgiri (Kowkur)
- Karwan (Kulsumpura)
- Bahadurpura (Nandi Musaliguda)
- Amberpet (City Police Lines)
- Kukatpally (KPHB Colony)
- Medchal (Pocharam LIG Colony)
- Quthbullapur (Gajularamaram)
- Sanath Nagar (Patigadda)
- Secunderabad Cantonment (Maredpally–Mahendra Hills)
- Malakpet (Gaddiannaram R&B Quarters)
In Nampally, a total of 480 flats will be developed, including 360 units at Red Hills near the HMWS&SB office and 120 units near Niloufer Hospital.
Similarly, Khairatabad will receive 480 flats, including 120 units at Hakeempet Darga and 360 units near MLA Colony in Jubilee Hills.
Pilot Project Towards Larger Goal
According to the Telangana Housing Board, the construction of 7,680 affordable flats marks the pilot phase of the government’s broader vision to build one lakh affordable homes across Hyderabad’s urban region.
The initiative is expected to provide economically weaker urban families with access to quality housing through a transparent allotment process while supporting the State government’s long-term objective of ensuring affordable home ownership and creating a hut-free Telangana.
