“More Than a Job… A New Beginning of Dignity, Respect and Purpose”

Hyderabad: In a powerful example of social inclusion and human dignity, Telangana is witnessing a quiet but transformational change through the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA). What was once unimaginable for many transgender persons in society has now become a reality — serving the public in uniform, protecting government lands, lakes, parks, and public assets with pride and responsibility.

Under the inclusive leadership vision of Telangana Chief Minister Sri A. Revanth Reddy, HYDRAA has evolved beyond being merely an institution tasked with safeguarding public assets and water bodies. It has also emerged as a platform for social empowerment by creating meaningful employment opportunities for transgender persons who were long denied recognition, dignity, and equal opportunities.

For the members of the “HYDRAA Eagle Team,” employment is not just about earning a salary. It is about reclaiming self-respect, identity, and a rightful place in society.

A Team Breaking Social Barriers

The HYDRAA Eagle Team currently comprises 16 transgender personnel, including 11 trans women and 5 trans men, who actively participate in field operations across Hyderabad and surrounding districts. Their responsibilities include protecting lakes, nalas, parks, and government lands from illegal encroachments while assisting officials during sensitive ground operations.

The team has become an integral part of HYDRAA’s mission to preserve public resources and environmental assets.

Officials say the transgender personnel have displayed remarkable professionalism, discipline, and courage while handling difficult situations on the field. From confronting influential encroachers to managing emotionally charged public interactions, the Eagle Team has consistently demonstrated commitment and resilience.

During the major operation at Ailapur in Ameenpur mandal of Sangareddy district, where authorities moved to protect nearly 862 acres of government land, the Eagle Team played a key role in coordinating field activities and assisting enforcement officials. Team members were also actively involved in safeguarding the Eidulakunta water body in Madhapur, a crucial urban lake facing encroachment threats.

Compassion Becomes Their Strength

What makes the Eagle Team unique is not only their dedication but also their ability to connect with people.

HYDRAA officials observe that transgender personnel often help de-escalate tense situations during operations. Their patience, empathy, and communication skills have proven valuable while interacting with women, elderly residents, and local communities affected during enforcement drives.

In several operations, team members helped bridge the gap between officials and the public by calmly explaining procedures and reducing conflict on the ground.

Authorities believe this human-centered approach has strengthened public confidence in HYDRAA’s operations.

Uniform That Restored Dignity

For many members of the team, joining HYDRAA has completely transformed life.

Beyond financial security through a stable monthly income, the biggest change has been social acceptance.

Many transgender persons in India continue to face discrimination, exclusion from mainstream employment, and social humiliation despite legal recognition of their rights. Opportunities in formal sectors remain extremely limited, often forcing them into vulnerable livelihoods.

But HYDRAA’s initiative is changing that narrative.

Gayathri, one of the team members, says the most valuable change is not money but dignity.

“Today, when I step out wearing the HYDRAA uniform, people look at me with respect. That itself is a huge change in my life. Earlier, society ignored us. Now they recognize us as people serving the public. If given an opportunity, transgender persons can excel in any field,” she says.

Another member, Ruchita, describes the experience as emotionally fulfilling.

“We are all part of nature, and now we are contributing towards protecting it. HYDRAA has given us a unique identity and confidence. Earlier we struggled for acceptance. Today we proudly work for society,” she says.

For Tanshi Rai, the journey reflects years of struggle finally turning into hope.

“There was a time when people mocked us or refused to give us work. We faced rejection everywhere. But today, when we go on duty in uniform, people speak to us respectfully. That respect means everything to us,” she says emotionally.

A Model of Inclusive Governance

Social activists and officials believe the HYDRAA Eagle Team represents a significant step toward inclusive governance in Telangana. Rather than treating transgender welfare as symbolic, the state has attempted to integrate members of the community into mainstream public service roles with real responsibility and visibility.

The initiative also sends a broader message about the importance of equal opportunity.

Experts note that when marginalized communities are provided access to employment, dignity, and institutional support, they become active contributors to society rather than remaining excluded from it.

The success of the Eagle Team is now being seen as a model that other government departments and states could potentially replicate.

The journey of the HYDRAA Eagle Team is not merely about jobs.

It is a story about breaking stereotypes.
It is about restoring confidence.
It is about inclusion replacing rejection.
