Bharat Future City, Hyderabad: Reinforcing its commitment to ensure housing for all, the Telangana Government announced a comprehensive and futuristic housing strategy under the Affordable Housing Policy – 2047, aimed at bridging the growing gap between housing demand and supply across the state. The policy framework was presented during a high-profile seminar titled “Affordable Housing Policy for Urban Future – Telangana Model 2047” held as part of the Telangana Rising 2047 – Global Summit on Tuesday at Bharat Future City.

State Minister for Revenue, Housing, and Information & Public Relations, Sri Ponguleti Srinivas Reddy delivered the keynote address, emphasizing the government’s unwavering resolve to provide high-quality, affordable homes to every family in Telangana. He stated that the summit serves as a crucial platform to shape policies that ensure housing affordability for diverse socio-economic groups.

Vision for Telangana 2047

Minister Srinivas Reddy highlighted that rapid urbanisation and expanding housing needs have motivated the government to adopt a comprehensive, economically viable, and environmentally responsible approach to urban housing. He asserted confidence that under the leadership of Chief Minister A. Revanth Reddy, the Congress government’s housing initiatives will serve as a model not only nationally but at global levels.

Achievements & Existing Projects

Reflecting on the history of housing programmes in the state, the Minister shared key milestones:

  • Nearly 42 lakh houses built under the Indiramma scheme.
  • About 3.5 lakh houses currently under various stages of construction.
  • One lakh homes constructed for middle-class families through the Housing Board, Rajiv Swagruha Corporation, and affiliated agencies.

Despite these achievements, the Minister acknowledged that a significant housing shortage persists and requires a unified, integrated policy beyond individual schemes.

Affordable Housing Between ORR and RRR

The government is considering a large-scale model for affordable housing—similar to the successful Kukatpally Housing Board development—targeting poor and middle-income families between the Outer Ring Road (ORR) and the Regional Ring Road (RRR). This ambitious initiative is expected to be implemented through Public-Private Partnership (PPP) frameworks, encouraging private-sector innovation while ensuring government regulation and affordability.

Three-Region Strategy for Statewide Housing Development

As part of the Housing Telangana Model 2047, the government has divided the state into three major planning zones with tailored strategies:

1. Telangana Core Urban Region (TCUR)

  • Redevelopment of existing slums
  • Affordable rental housing in IT corridors
  • Housing along major transport routes

2. Peri-Urban Region (PUR)

  • Development of planned townships
  • Greenfield satellite cities such as Bharat City
  • Worker housing near industrial hubs

3. Rest of State (RoS)

  • Development of small and medium townships
  • Worker and rental housing linked to industrial and logistics zones

The policy also aligns with the recently announced CURE, PURE, and RARE planning zone classifications to ensure sustainable, balanced community development.

Collaborative Approach & Expert Participation

The seminar saw participation from key national and international experts, reflecting a collaborative approach to shaping progressive housing policies. Attendees included:

  • V. Suresh, MD – HUDCO
  • G. Ram Reddy, President – CREDAI
  • Ajitesh, CEO – ASBL

    along with several real estate, urban planning, and industry experts.

Minister Reddy welcomed innovative ideas and investment proposals from industry leaders and stakeholders to strengthen the housing policy framework and accelerate implementation.

The proposed Affordable Housing Policy 2047 focuses on:

  • Economic viability
  • Social inclusion
  • Environmental sustainability
  • Technology-driven construction and planning

“This policy is a historic step toward creating a balanced and inclusive urban future,” Minister Srinivas Reddy said, reaffirming the government’s mission to achieve “Housing for Every Family in Telangana.”
