Tokyo, April 17, 2025: In a significant push towards strengthening urban infrastructure and mobility in Telangana, the official #TelanganaRising delegation led by Hon’ble Chief Minister Shri A. Revanth Reddy held productive discussions with the top brass of the Japan International Cooperation Agency (JICA) in Tokyo on Thursday. The discussions centered around seeking financial collaboration for Telangana’s flagship infrastructure initiatives, including Hyderabad Metro Rail Phase 2, Musi River Rejuvenation, and Radial Road networks linking Outer Ring Road (ORR) and the upcoming Regional Ring Road (RRR).

Key Highlights of the Meeting

During the meeting with Mr. Shohei Hara, Senior Vice President of JICA, and other senior leadership, Chief Minister Revanth Reddy presented an in-depth overview of Telangana’s investor-friendly environment, highlighting the state’s progressive policies, rapid infrastructure growth, and Hyderabad’s emerging position as a global investment hub.

A major focus of the discussions was the Hyderabad Metro Phase 2 project, a massive infrastructure plan estimated at ₹24,269 crore, being developed as a joint venture between the Government of India and the Government of Telangana. The Telangana Government has proposed JICA’s support in financing 48% of the project, which amounts to approximately ₹11,693 crore. The CM emphasized that the proposal is already under active consideration by the Central Government.

Reiterating Telangana’s strict adherence to India’s foreign borrowing regulations, Chief Minister Reddy underlined the state’s readiness and capability to effectively utilize foreign loans for transformative infrastructure.

Pitch for River Musi & Radial Roads

Beyond metro expansion, the CM pitched for JICA’s assistance in two additional urban transformation projects:

  • River Musi Rejuvenation Project, aimed at restoring the ecological and civic value of the iconic river running through Hyderabad
  • Radial Roads Development, designed to improve connectivity between major ring roads and reduce congestion in and around Hyderabad

CM Reddy articulated his long-term vision to develop Hyderabad as a globally benchmarked city—on par with global metropolises like New York and Tokyo—with sustainable transport, clean river systems, and seamless mobility infrastructure.

JICA’s Response and Continued Partnership

Acknowledging the historical partnership between Telangana and JICA, Mr. Shohei Hara expressed appreciation for the CM’s vision and assured support for eligible projects. He encouraged the Telangana Government to continue engaging with the Government of India for formal JICA support under existing bilateral frameworks.
