Hyderabad: The Telangana government has presented an ambitious and welfare-oriented budget for the financial year 2026–27, with a total outlay of ₹3,24,234 crore, aiming to drive inclusive growth, strengthen social security, and position the state as a future-ready economy.

The budget, approved during a Cabinet meeting chaired by Chief Minister A. Revanth Reddy, emphasizes farmer welfare, women empowerment, employment generation for youth, quality education, healthcare, and infrastructure development. Deputy Chief Minister Mallu Bhatti Vikramarka presented the budget in the Legislative Assembly, while Minister Uttam Kumar Reddy tabled it in the Legislative Council.

Highlighting the government’s governance philosophy, the budget draws inspiration from B. R. Ambedkar, reiterating that administration aims to deliver social, economic, and political justice to every citizen. The government stated that it is functioning not as rulers, but as public servants committed to transparency and constitutional values.

Major Welfare Push

A key highlight is the launch of the Indiramma Family Life Insurance Scheme, which will provide ₹5 lakh life insurance coverage to 1.15 crore families across all sections—poor, middle-class, and affluent—without discrimination. This universal coverage marks a significant expansion of social security in the state.

The government also introduced several student-centric initiatives. From the 2026–27 academic year, a breakfast scheme will be implemented for students from pre-primary to intermediate levels. The plan includes milk three days a week and nutritious ragi porridge on the remaining days. Additionally, midday meals will now be extended to intermediate students in government junior colleges, marking a major step toward improving student health and retention.

Focus on Education and Employment

In a move to boost employability, 57 polytechnic colleges will be upgraded into Advanced Technology Centres (ATCs), with 15 new courses being introduced. Students undergoing training in these institutions will receive a monthly scholarship of ₹2,000.

The government has allocated ₹26,674 crore to the education sector, including the establishment of 105 integrated residential schools under the “Young India” initiative. These institutions aim to promote social integration by bringing together students from SC, ST, BC, minority, and other communities under one roof.

Women-Centric Initiatives

Women empowerment remains a cornerstone of the budget. Under the Mahalakshmi scheme, 34.37 lakh women travel free daily in state-run buses, resulting in savings of ₹9,222 crore so far. The ₹500 LPG cylinder scheme has benefited 42.9 lakh families, saving ₹752 crore.

The government also announced the “Mahila Shakti Mission,” aiming to create one crore women millionaires, signaling a long-term vision for economic empowerment.

Farmer and Rural Support

Agriculture continues to receive strong support, with ₹23,179 crore allocated for farmer welfare. Under the Rythu Bharosa scheme, farmers will receive ₹12,000 per acre annually as investment support. Additionally, a bonus of ₹500 per quintal will be provided for fine paddy.

The Public Distribution System will supply 6 kg of fine rice to 3.18 crore beneficiaries, while 15.12 lakh new ration cards have been issued. The civil supplies department has been allocated ₹7,366 crore.

Infrastructure and Future Vision

The budget outlines a bold infrastructure roadmap, including the development of a 30,000-acre “Bharat Future City” and a greenfield national highway connecting it to Machilipatnam Port. The government also plans to develop a core urban region as a hub for AI, technology, financial services, and global capability centers under the Telangana Rising Vision 2047.

Irrigation projects have been allocated ₹22,615 crore, while roads and buildings received ₹12,789 crore. Plans include the Regional Ring Road, parallel rail connectivity, and new airport development.

Healthcare and Social Security

The healthcare sector has been allocated ₹13,679 crore, with a focus on universal access to quality medical services. The government plans to introduce a comprehensive health profiling system for citizens and expand infrastructure through new medical colleges and hospitals.

A cashless healthcare scheme for 23.51 lakh government employees and pensioners has also been announced, along with an accident insurance scheme.

Governance and Outlook

The government reiterated its commitment to disciplined fiscal management while prioritizing welfare. Quoting Mahatma Gandhi, the budget emphasizes that true development is reflected in improving the lives of the poorest.

Described as a “blueprint for a prosperous Telangana,” the budget aims to balance welfare and growth while laying the foundation for a sustainable and inclusive future.
